In fact the surface of the skin is covered with a hydro lipid film called acid mantle which is slightly acidic (pH5.5). The acid mantle is essential for supporting the barrier functions of the outermost layer of the skin,Stratum comeum.

Disruptions in skin barrier function can lead to sensitive and dry skin.
